Here is the thing the registration sites are not telling you: the 22 townhomes are one half of an application that also proposes a 102-unit, eight-storey apartment building on the same two-acre site — and the land is still zoned Agricultural.
None of that makes it a bad buy. It does mean you should know what you are registering for.

A lot of them do not survive the check — one was a court-appointed receiver’s name for a project whose 329 existing buyers were having their agreements repriced or terminated — and most of the rest publish nothing a buyer could actually verify.

The eight-storey building in the same application
The builder’s own page describes Arpeggio as “contemporary townhomes… near the green spaces on the Humber River.” That is accurate as far as it goes. What it does not say is that the 22 townhouse units and a 102-unit, eight-storey apartment building are the same planning application on the same parcel.
This is not a future phase that might happen later. It is the proposal. If Council approves what is on file, the towns get built beside an eight-storey building; if Council refuses the density, the towns as proposed may not be approved either, because the whole thing rises and falls on one rezoning.
Ask the sales office directly: am I buying beside the eight-storey building, and what happens to my agreement if the rezoning is refused or reduced? Get the answer in writing.
The plan has already changed once, substantially
The application filed in 2021 proposed something quite different: 45 stacked back-to-back townhouse units in three three-storey blocks, with 54 parking spaces. By the February 2026 public meeting that had become 22 townhouses plus a 102-unit tower.
Halving the townhouse count and adding an apartment building is not a tweak. It tells you the site is still being worked out. Whatever is offered for sale in 2026 can change again before registration, and buyers of pre-construction townhouses on unzoned land carry that risk in a way that buyers on registered plans do not.
There is organised local opposition, and approval is genuinely uncertain
Local press coverage of the February 2026 public meeting reported residents and members of Council raising parking, snow removal, traffic, air quality and the building’s proximity to the roadway. Emil Kolb Parkway is a truck bypass route, and the intersection was the site of a fatal truck-pedestrian collision in 2024.
I am reporting this because a buyer deserves to know that the approval is contested, not because I am taking a side on it. What matters commercially is simple: a rezoning that draws this much opposition is not a formality, and any launch before Council votes is a launch on land that may not get the permission it needs.
One thing in Camcos’s favour worth knowing
Most of what I write about builders this season has been cautionary. This is the opposite, and it is a matter of public record.
When Vandyk Properties went into receivership, the court-appointed receiver retained Camcos as construction and development manager to finish two of the stranded projects — Heartlake in Brampton and Ravine in Mississauga — in October 2024. A receiver picking a builder to complete other people’s half-built communities is a meaningful signal about that builder’s balance sheet and delivery capability. Camcos was the party brought in to fix a failure, not the party that caused one.
That is a genuine point in favour. It does not change the zoning status of this site.
Where this actually is
Bolton is the largest settlement in Caledon, in the Humber valley, and it is a real town with a historic core rather than a subdivision with a name. The site sits on the north edge of it, on the Emil Kolb Parkway bypass rather than in the village.
Be clear-eyed about transit. Walk Score 34 — “car-dependent, most errands require a car.” Bike Score 27. Walk Score publishes no Transit Score for this location at all, which is itself the answer. There is no GO rail in Bolton; the nearest GO rail station is Malton GO, reached by GO bus route 38, Bolton to Malton. If a commute by train matters to you, price in the bus leg and the transfer before you register.
The Region of Peel also has a capital project (24-1190) to install watermain and sanitary sewer along King Street and Emil Kolb Parkway. It was announced in May 2026 with a public information centre in June 2026, and pre-construction activities were expected by the end of 2026. The construction timeline is not yet set. Trenching a regional arterial takes a long time and it will be happening near this site.

The honest drawbacks
- The land is not zoned for this. It is Agricultural (A1). POPA 2021-0011 and RZ 2021-0015 are “In Circulation,” the staff report and Council vote are pending, and any sale before that vote is a sale on permission that does not exist yet.
- You would be buying beside a 102-unit, eight-storey building on a roughly two-acre parcel — the same application, not a separate phase.
- The proposal has already been materially rewritten once, from 45 stacked towns to 22 towns plus a tower. It can be rewritten again.
- The approval is contested. Local opposition on parking, traffic, snow removal and road safety is on the public record from the February 2026 meeting.
- Regional trenching is coming to the doorstep. Peel project 24-1190 will install watermain and sanitary sewer along King Street and Emil Kolb Parkway, timeline still undefined.
- No transit score, no GO rail. Walk 34, Bike 27, and a bus to Malton GO. This is a two-car household location.
- Emil Kolb Parkway is a truck bypass. That is what a bypass is for. Consider which units front it.
- Nothing about the product is committed. No price, no sizes, no storeys for the current town blocks, no occupancy date, no deposit structure.
What is not public yet
Price, unit sizes, the storey count of the townhouse blocks in the current version, occupancy, deposit structure, the actual sales launch date, the Town’s staff recommendation, the Council vote, whether the 22-unit town count survives to registration, and whether the site plan and condominium applications have been updated to match the 2026 concept. Anyone showing you those numbers did not get them from Camcos or from the Town.
The builder’s own page gives the location as “Harvest Moon Drive & Coleraine.” The Town’s file uses Emil Kolb Parkway. These are the same corner — Emil Kolb Parkway is the Bolton bypass — but if you are searching the Town’s records yourself, search Emil Kolb, not Coleraine.
Common questions
Is Arpeggio approved?
No. The Official Plan Amendment and rezoning applications (POPA 2021-0011, RZ 2021-0015) are listed by the Town of Caledon as “In Circulation.” The statutory public meeting was held on 3 February 2026 and the staff report and Council decision are still pending. The land is currently zoned Agricultural.
How many units are there?
The current application proposes 22 townhouse units and a 102-unit eight-storey apartment building on the same site. The 2021 version of the application proposed 45 stacked back-to-back townhouses instead.
What does Arpeggio cost?
Camcos has not published a price, a size, an occupancy date or a deposit structure. There is no defensible number to quote.
Can I take a train from Bolton?
Not directly. There is no GO rail station in Bolton. The nearest GO rail is Malton, reached by GO bus route 38. Walk Score does not publish a Transit Score for this address.
Who is Camcos Living?
A GTA builder currently selling in Lindsay and Markham. Notably, the court-appointed receiver in the Vandyk Properties insolvency retained Camcos in October 2024 as construction and development manager to complete two stranded Vandyk communities. That is a public and favourable data point about their capacity to deliver.
What happens to my deposit if the rezoning is refused?
That depends entirely on the agreement of purchase and sale, and it is the single most important question to ask on this project. Do not accept a verbal answer.
