The City has approved a planning framework for the old Mr. Christie’s factory site allowing roughly 7,500 homes in 15 towers of 28 to 70 storeys. That framework has been in effect since July 2022. But every one of the developer’s own applications — the zoning amendment, the subdivision, the Phase 1 site plan and the GO station — was still marked “Under Review” in the City’s register on 26 August 2026, and Metrolinx has said publicly that the developer paused work. An approved plan is not an approved building.

Every fact on this page comes from a City of Toronto, Metrolinx or council record fetched on 26 August 2026, with the file number or item number given so you can check it yourself. Planning files change. Where two official sources disagree I have printed both rather than picking one.
The site
2150 and 2194 Lake Shore Boulevard West and 23 Park Lawn Road. The former Mr. Christie’s bakery, bought by First Capital from Mondelez in 2016. The developer describes the site as 28 acres; the City’s Christie’s Planning Study area is 12.1 hectares, of which First Capital owns 11.1.
What was approved, and by whom
- 22 August 2019 — the Local Planning Appeal Tribunal approved a settlement, following City Council item 2019.CC9.14 in July 2019.
- 5–6 May 2021 — City Council adopted, with amendments, the City-initiated Christie’s Secondary Plan, zoning by-law and urban design guidelines. Council item 2021.PH22.1.
- 22 July 2022 — By-law 1100-2022 enacted, adopting Official Plan Amendment 506. The City states the amendment and zoning “are now in effect”.
The scale
From the City’s application record for file 20 146488 WET 03 OZ:
- 15 towers, 28 to 70 storeys, plus mid-rise buildings
- 7,504 residential units as applied for
- Total floor area roughly 701,809 m² — residential 584,932, commercial 63,444, retail 36,364, institutional 17,071
- 4,422 vehicle parking spaces
- A new 1.25 hectare public park, a 4,311 m² Station Square and a 3,358 m² Boulevard Square
Council’s own decision describes approximately 7,500 units plus two childcare centres, a public library, a recreation centre and community agency space, with $10.5 million in community benefits secured.
The unit count is disputed. The City application says 7,504; Council’s decision says approximately 7,500; a development database records 7,629. Use “roughly 7,500, per City Council” and you are on solid ground. Maximum height is also disputed — the City application says up to 70 storeys, while the currently designed buildings are recorded at a maximum of 67.
For scale
Roughly 7,500 units is four times the four Westlake buildings combined — Westlake Phase I, II, III and Encore hold about 1,875 units between them. This one site, fully built, would add four Westlakes to Humber Bay.

Phase 1, and how much it has moved
The February 2025 site plan resubmission describes Phase 1 as:
- Three high-rises at 47, 63 and 67 storeys, plus four mid-rises at 10, 11, 13 and 13, on three shared podiums
- Tallest tower 67 storeys, 224.88 m — up from 66
- 2,003 residential units, down from 2,018
- Floor area 198,137 m²; a five-level garage with 1,281 vehicle spaces (reduced from 1,481) and 2,962 bicycle spaces
- Detailed design now by B+H Architects; the master plan concept was by Allies and Morrison with Adamson Associates
Phase 1 has been redesigned repeatedly: 1,358 units, then 2,018, then 2,003. Date-stamp any Phase 1 figure you are given, including the ones on this page.
The wider project has been described as six phases over roughly twenty years once construction begins, with about 310,000 square feet of office in a 13-storey L-shaped building, roughly 70,000 square feet of retail including a food store of about 35,000 square feet, and more than a quarter of the site as public open space.
The status — and this is the part that matters
Four City files, checked in the City’s register on 26 August 2026:
- 20 146488 WET 03 OZ — Official Plan and Zoning By-law Amendment, submitted 19 May 2020 — Under Review
- 20 146496 WET 03 SB — Draft Plan of Subdivision, 10 blocks, submitted 19 May 2020 — Under Review
- 22 131744 WET 03 SA — Phase 1 site plan, submitted 7 April 2022 — Under Review
- 22 213984 WET 03 SA — Park Lawn GO Station, submitted 6 October 2022 — Under Review, second resubmission
So: the rules for what may be built here are settled and in force. The permissions for the specific buildings are not. Six years after the first application, none of the four has cleared review.
And it is currently paused
The factory has been demolished and early site works began in the summer of 2024. But a development database recorded the project as “Pre-Construction” with no construction start date when checked on 26 August 2026.
More directly, Metrolinx stated in writing in a response published on 8 November 2025 that the Park Lawn GO Station is being planned with Lakeshore Developments Inc., that the developer is responsible for building it, that “timelines are at the discretion of the developer”, and that “earlier this year, Metrolinx was informed by the developer that they are pausing work as they review their development plans.”
That is a public statement by the provincial transit agency about this specific site. It is the most authoritative characterisation of the project’s status available.
What this means if you own in Humber Bay
Two honest readings, and both are worth holding at once.
If you are worried about 7,500 units of new supply landing next door: it is not imminent. Nothing can be built until the site-specific applications clear, the project is on pause, and the full build-out was always described as roughly twenty years in six phases.
If you bought partly on the promise of a GO station, a grocery store, a library and a recreation centre: the same pause applies to all of it. The community benefits are attached to the development, and the development is on hold.
What you should not accept from anyone is a confident date. There is no published construction start, no published opening, and the party that controls the timeline is a private developer, not the City and not Metrolinx.
How to check this yourself
The City publishes its live development application register as open data, and every file number above can be looked up in the Application Information Centre. If someone tells you this project is approved, or cancelled, or starting next spring, the register will tell you what the City actually recorded, today.
