The best GTA cities for first-time buyers in 2027, based on 2026 freehold townhouse prices, are Clarington ($647,850 median), Oshawa ($657,500), Ajax ($750,000), Brampton ($755,000) and Whitby ($765,000). All five are under Mississauga’s $880,000, and, being outside Toronto, none face Toronto’s municipal land transfer tax.
This guide is for first-time buyers who want to own a freehold home somewhere in the Greater Toronto Area in 2027 and need to know where their budget goes furthest. You will get five GTA cities ranked by real 2026 sale prices, what life is like in each, a worked example of the cash you need, and the first-time buyer programs that cut the cost.
What is the best place for first-time home buyers in the GTA?
For first-time buyers who want a freehold home rather than a condo, the five most affordable GTA cities in 2026 were Clarington, Oshawa, Ajax, Brampton and Whitby. I ranked GTA municipalities by the median sold price of a freehold townhouse, the most common first freehold home, and kept only cities with at least 100 townhouse sales from January to October 2026 so you have real choice.
| Rank | City | Freehold townhouse median | Townhouse sales | Condo apartment median | Detached median | Townhouse change vs 2025 |
|---|---|---|---|---|---|---|
| 1 | Clarington | $647,850 | 146 | $440,000 | $820,000 | -9.4% |
| 2 | Oshawa | $657,500 | 110 | $340,500 | $730,000 | -10.5% |
| 3 | Ajax | $750,000 | 136 | $437,500 | $925,000 | -7.2% |
| 4 | Brampton | $755,000 | 554 | $415,000 | $950,000 | -7.2% |
| 5 | Whitby | $765,000 | 214 | $536,000 | $977,000 | -4.4% |
| Compare | Mississauga | $880,000 | 152 | $485,000 | $1,225,000 | -7.4% |
Source: TRREB MLS data via REALM, January–October 2026 vs the same period of 2025. City-wide medians, not forecasts. Hamilton was cheaper but sits outside the GTA, so I left it out.
All five are below Mississauga, and every one of them saw townhouse prices fall from 2025. If a condo is your first step instead, Oshawa ($340,500) and Brampton ($415,000) had the lowest condo apartment medians of the five.
How do first-time buyer rules work in 2027?
A few federal and Ontario rules shape what you can buy. These are current as of November 2026.
- Minimum down payment: 5% of the first $500,000 of the price, plus 10% of the part between $500,000 and $1.5 million.
- 30-year amortization: CMHC says insured mortgages can use a 30-year amortization if you are a first-time buyer or buying a new build. It adds 0.20% to the insurance premium.
- Ontario land transfer tax refund: first-time buyers can get back up to $4,000. In practice, there is no provincial tax on the first $368,000 of the price.
- First Home Savings Account (FHSA): to open one you must be at least 18, a Canadian resident, and not have lived in a home you or your spouse owned in the current year or the previous four years. You can put in $8,000 in your first year. My FHSA guide covers limits and carry-forward.
- Stress test: you must qualify at the higher of 5.25% or your contract rate plus two points. See my stress test explainer.
One more cost to know: the City of Toronto charges its own municipal land transfer tax on top of Ontario’s. All five cities on this list are outside Toronto, so that Toronto tax does not apply. On a $750,000 home, Toronto’s tax would add $11,475 for a repeat buyer, or about $7,000 for a first-time buyer after the City’s rebate of up to $4,475.
1. Clarington: the lowest-priced townhouses in the GTA
What it is like: Clarington, at the east edge of Durham Region, had about 101,400 people in 2021. Its main towns are Bowmanville, Courtice and Newcastle, with Orono and many rural hamlets. Highway 401 runs through all of them, and Highway 407 reaches north Clarington, toll-free since 1 June 2025 on the provincial section. Metrolinx plans GO stations in Courtice and Bowmanville, but I could not confirm an opening date.
Who it suits: buyers who drive, want a newer freehold home and do not need a daily train to Union yet.
What it costs: the median freehold townhouse sold for $647,850, down 9.4%, and semis sold for $627,500. Townhouses averaged 19 days on market, so good ones still move quickly.
What to check: drive your commute at rush hour before you buy. Condo townhouses here were slower, at 40 days on average, which can give you more room to negotiate if you go that route.
Free tool — what can you actually afford?
2. Oshawa: the cheapest condos and detached homes of the five
What it is like: Oshawa had about 175,400 people in 2021. Ontario Tech University, Durham College and Trent University Durham all have campuses here, and Oshawa GO is the eastern end of the Lakeshore East line to Union.
Who it suits: buyers who want the lowest entry price and GO train access, including those who would buy a condo or a starter detached home.
What it costs: freehold townhouses had a median of $657,500, condo apartments $340,500 and detached homes $730,000, the lowest detached median on this list. Detached prices fell 8.8%.
What to check: housing age varies a lot. Budget for an inspection and possible upgrades on older homes.
3. Ajax: a lakeside town on the GO line
What it is like: Ajax had about 126,700 people in 2021. It sits on Lake Ontario with a pedestrian-only waterfront trail, and Ajax GO is on the Lakeshore East line.
Who it suits: buyers who commute to Toronto and want a smaller town feel.
What it costs: the median freehold townhouse was $750,000, down 7.2%. Detached homes sold in 23 days on average, one of the fastest rates in the GTA. My Durham first-time buyer guide compares Ajax with Pickering, Whitby, Oshawa and Clarington.
What to check: condo townhouses ($625,000 median) can be a cheaper route in, but add the monthly fee to your budget.
4. Brampton: the most choice for first-time buyers
What it is like: Brampton had about 656,500 people in 2021, making it the largest city on this list. It has three GO stations on the Kitchener line (Bramalea, Brampton and Mount Pleasant) and Züm rapid buses on main corridors. Highway 410 runs north-south through the city and Highway 407 runs along its southern edge.
Who it suits: buyers who want the widest range of homes in Peel Region and family close by.
What it costs: the median freehold townhouse was $755,000, and Brampton had 554 townhouse sales, far more than any other city here. Condo townhouses had a median of $570,000 and condo apartments $415,000. For local advice, see how to choose a realtor in Brampton.
What to check: many homes have basement apartments. Confirm whether a second unit is registered with the city before you count on rental income.
5. Whitby: a fast market with strong demand
What it is like: Whitby had about 138,500 people in 2021 and is home to Durham Region’s headquarters. Whitby GO is on the Lakeshore East line, Highway 401 crosses the south end, and Highway 407 runs between Brooklin and the main urban area.
Who it suits: buyers who want a family-oriented town and can stretch slightly higher.
What it costs: the median freehold townhouse was $765,000, down only 4.4%, the smallest drop of the five. Townhouses sold in 23 days on average, so expect competition for the best homes.
What to check: condo townhouse supply was tight (8 active listings in the 2026 data), so be ready to act.
How much cash do you need for a $750,000 townhouse in the GTA?
Here is a worked example for a first-time buyer purchasing at Ajax’s median townhouse price of $750,000.
- Down payment: $50,000 (5% of $500,000 plus 10% of $250,000).
- Mortgage insurance: the loan is $700,000. At this ratio the CMHC premium is 4.00%, or $28,000, rising to 4.20% ($29,400) with a 30-year amortization. It is added to the mortgage. Ontario charges sales tax on the premium, which you must pay in cash at closing.
- Ontario land transfer tax: $11,475, minus the first-time buyer refund of up to $4,000, so about $7,475.
- No Toronto municipal land transfer tax because Ajax is outside the City of Toronto.
Add legal fees, title insurance, an inspection and moving costs. My minimum down payment guide walks through more price points.
For most first-time buyers I work with, the right city is the one where you can live for at least five years without stretching your payment to the limit. Prices fell in all five cities in 2026, but the Bank of Canada raised its rate to 2.50% in October 2026 and said another increase could be needed. Buy at a payment you could still carry if your rate went up at renewal. Clarington and Oshawa give you the lowest entry price; Brampton gives you the most choice; Ajax and Whitby give you the easiest train commute east of Toronto.
Do not count future transit in your price. GO extensions to Courtice and Bowmanville and the Hazel McCallion light rail line in Mississauga and Brampton were still under construction with no confirmed opening date as of November 2026. Pay for what exists today.
What to do next
- Open an FHSA now if you qualify, even with a small first deposit, so the contribution room starts building.
- Get a mortgage pre-approval so you know your price at today’s rates.
- Pick two cities from the table and drive your commute from each at rush hour.
- Budget for closing costs, not just the down payment.
- Book a call with me to review recent sales on the streets you like.

Frequently asked questions
Where is the cheapest place to buy a house in the GTA?
Oshawa had the lowest median detached price among GTA municipalities with a large market in 2026, at $730,000 from January to October. For freehold townhouses, Clarington was lowest at $647,850, with Oshawa close behind at $657,500. Brock Township had a lower detached median of $661,000, but with only 108 sales. Source: TRREB MLS data via REALM.
What is the best city for first-time home buyers in Ontario near Toronto?
For a freehold home near Toronto, Clarington, Oshawa, Ajax, Brampton and Whitby offered the lowest median townhouse prices in the GTA in 2026, from $647,850 to $765,000. Ajax and Whitby suit GO train commuters, Brampton offers the most homes to choose from, and Oshawa had the cheapest condos at a $340,500 median.
How much do I need to buy my first home in the GTA?
For a $750,000 townhouse, a typical 2026 price in Ajax or Brampton, you need at least $50,000 for the down payment plus closing costs. Outside Toronto, a first-time buyer pays about $7,475 in Ontario land transfer tax after the $4,000 refund, plus legal fees and Ontario sales tax on any mortgage insurance premium.
Can first-time buyers get a 30-year mortgage in Canada?
Yes. CMHC says insured mortgages can use a 30-year amortization when the borrower is a first-time home buyer or is buying a newly built home. The longer amortization lowers your monthly payment but adds 0.20% to the mortgage insurance premium and increases the total interest you pay, as of November 2026.
What is the minimum down payment for a first home in Ontario?
In Ontario, the minimum down payment is 5% on the first $500,000 of the price and 10% on the portion between $500,000 and $1.5 million. On a $650,000 home in Clarington or Oshawa, that is $40,000. Homes priced at $1.5 million or more need at least 20% down.
How much is the first-time home buyer land transfer tax refund in Ontario?
Ontario refunds up to $4,000 of provincial land transfer tax to eligible first-time buyers, which means no provincial tax on the first $368,000 of the price. In the City of Toronto, the separate municipal land transfer tax has its own first-time buyer rebate of up to $4,475. Rules as of November 2026.
Is Brampton good for first-time home buyers?
Brampton offered the most choice for first-time buyers in the GTA in 2026, with 554 freehold townhouse sales at a median of $755,000 from January to October. Condo townhouses had a $570,000 median and condo apartments $415,000. Brampton has three GO stations on the Kitchener line: Bramalea, Brampton and Mount Pleasant.
Is Oshawa a good place to buy a first home?
Oshawa is one of the lowest-priced places to buy in the GTA. In 2026 its median detached home sold for $730,000, freehold townhouses for $657,500 and condo apartments for $340,500. It is the eastern end of the Lakeshore East GO line and home to Ontario Tech University and Durham College campuses.
Who qualifies for an FHSA in Canada?
To open a First Home Savings Account you must be a Canadian resident, at least 18 (19 in some provinces), no older than 71 by December 31 of that year, and a first-time buyer. That means you have not lived in a home you or your spouse owned in the current year or the previous four calendar years.
