Buying Near a Planned Development in Toronto: How to Check Before You Offer

Short answer

Every rezoning, site plan, condo and subdivision application in Toronto is public. Before offering, check what has been filed within a few blocks, at what stage, and in which direction. Applications are often revised or dropped, but a tower to the south of a view unit is a real risk to value.

Most buyers look at the house. Fewer look at the vacant lot, the low-rise plaza, or the parking lot down the street. In a city adding density along every avenue, what is planned nearby can matter as much as the property itself.

How to find out what is coming

Every rezoning, site plan, condo and subdivision application filed with the City is public. Our free lookup shows everything filed within 250 metres to a kilometre of any Toronto address, with the status and a link to the City file, and you can turn on an email alert for new filings.

Also worth checking: Committee of Adjustment applications, which cover minor variances and severances and are published separately, and the City’s Avenues and Major Transit Station Area policies, which signal where more height is expected over time.

Reading what you find

  • Application type matters. A rezoning for a 30-storey tower is a different signal from a site plan for a townhouse block.
  • Status matters. Many applications are revised, appealed or never built. A file that has sat “under review” for years may or may not proceed.
  • Distance and direction matter. A tower to your south takes your light. One three blocks north may barely register.

What it does to value

  • During construction: noise, dust, closed sidewalks and parking pressure, for years on a large build.
  • After: more amenity, more transit demand, more neighbours, and sometimes a lost view. A view a buyer paid a premium for can disappear entirely.
  • The upside: development usually signals an area the City wants to intensify, and land values in those areas tend to rise. Owners of low-rise property in an assembly zone can benefit directly.

Questions to ask before you offer

  1. What has been filed within a few blocks, and at what stage?
  2. Is the property or the block itself in an area designated for growth?
  3. If I am buying a condo for the view, what could be built between me and it?
  4. Is there a community meeting coming up where I could hear the plan?
