By units enrolled with Tarion over the last 10 years, Tridel (12,116 condo units), Menkes, Mattamy, Pemberton and CentreCourt top the Ontario Builder Directory among the GTA builders I checked in November 2026. Size is not a guarantee, so check any builder’s licence, warranty record and cancelled projects in the directory before paying a deposit.
This is for anyone thinking about buying a pre-construction or newly built condo in Toronto or the GTA who wants to know which developers are the largest and, more importantly, how to check any builder’s record before signing. You will get real numbers from Ontario’s official builder directory, what those numbers mean, and the questions I tell my clients to ask.
Who are the biggest condo developers in Toronto?
There is no official ranking, and “biggest” can mean towers built, units sold or dollars invested. The fairest public yardstick I know is the Ontario Builder Directory, run by the Home Construction Regulatory Authority (HCRA). It shows, for each group of related builder companies, how many condominium units were enrolled in Tarion’s new home warranty over the last 10 years.
I searched the directory for about 50 well-known GTA builder names on November 2, 2026. Measured by condo units in the directory’s 10-year snapshot, these were the largest groups I found.
| Builder group (as named in the directory) | Condo units, last 10 yrs | Freehold homes, last 10 yrs | Chargeable conciliations, last 10 yrs | Condo projects listed: completed / underway or pending / cancelled |
|---|---|---|---|---|
| Tridel | 12,116 | 0 | 0 | 145 / 4 / 0 |
| Menkes Developments | 9,703 | 296 | 1 | 58 / 4 / 0 |
| Mattamy Homes | 8,915 | 27,227 | 13 | 110 / 59 / 2 |
| Pemberton Group | 8,741 | 439 | 4 | 82 / 5 / 0 |
| CentreCourt Developments | 8,108 | 0 | 0 | 15 / 5 / 0 |
| Daniels | 7,911 | 46 | 0 | 134 / 2 / 0 |
| Concord CityPlace | 6,653 | 0 | 9 | 24 / 2 / 0 |

A few cautions. These totals are Ontario-wide, so builders like Mattamy and Minto include homes well outside Toronto. Many towers are joint ventures, and each partner’s licensed company may appear under a different group. And my search was not exhaustive, so a large builder I did not search for would not appear here. Treat this as a starting list, not a league table.
How do I check a condo builder’s track record in Ontario?
Use the Ontario Builder Directory at obd.hcraontario.ca. The HCRA describes it as the official source on Ontario’s licensed builders and vendors, and says it shows whether a builder is licensed, any convictions, how many homes they have built, and their warranty history.
Search the builder’s brand name first. Many developers set up a separate company for each project, so the directory groups related companies under one “umbrella” profile. Then search the exact company named as the vendor on your agreement of purchase and sale. That legal name is the one that matters for your deal.
What to look for on the profile
- Licence status: the vendor company should show as licensed. The HCRA says anyone who builds or sells new homes in Ontario must be licensed.
- Regulatory actions: notices of proposal, orders, conditions on the licence, convictions and discipline.
- Condo projects: each project’s status (completed, in progress, pending, cancelled) and, for cancellations, the reason recorded.
- Warranty history: chargeable conciliations, claims paid, and any amounts owing to Tarion.
What do the warranty numbers in the directory mean?
The directory gives plain-language definitions, and they matter for reading the table fairly.
A chargeable conciliation happens when Tarion finds that one or more items a homeowner reported are covered by the warranty and the builder failed to fix them within the repair period, with no exception applying. In simple terms, it is a case where a homeowner had to escalate to Tarion and Tarion sided with the homeowner.
Total dollars paid in claims shows the money paid on warranty claims. Outstanding amount is money a builder owes Tarion on claims or conciliation fees that has been unpaid for more than 30 days.
Scale matters. A builder with 36,000 homes in 10 years will usually have more cases than one with 3,000. A rough way to compare is cases per 1,000 homes, but even that is imperfect, because condo and freehold warranty issues differ. A clean record is a good sign. One or two conciliations on thousands of units is not, by itself, a red flag.
Condo Valuation
What’s your condo
worth today?
Three quick steps. Condos don’t price like houses — your floor, your view, and whether you own parking move the number more than anything else. This weighs all of them.

That happens constantly in condos — one has the parking, the right exposure, or a board that keeps the reserve fund healthy. A model can’t see your status certificate. I can.
What do Toronto’s big developers say about their own history?
Builders’ own websites are marketing, but some facts they publish are useful context. Here is what a few of the largest say about themselves, as of November 2026.
- Tridel says its founder built his first home in 1934, that it built its first condominium, Arbour Glen in Oakville, in 1969, and that it has built over 90,000 homes. In 2013 it launched its first revitalization community in Alexandra Park with Toronto Community Housing.
- Great Gulf says it has been building since 1975, with high-rise and low-rise work.
- Pemberton says it has completed more than 19,500 units, with more than 1,300 under construction, and calls itself one of the largest residential condominium builders.
- Minto says it has been operating for about 70 years and has built over 100,000 homes, across several provinces.
Self-reported totals and the directory figures will not match. The directory counts only Ontario homes enrolled with Tarion in the last 10 years, while company histories can span decades and other provinces.
Does buying from a big developer make my deposit safe?
A long record helps, but it is not a guarantee, and the market has been tough. Urbanation reported on October 19, 2026 that GTHA pre-construction condo sales fell to just 60 units in the third quarter, the 12th straight quarter of year-over-year declines, and that units under construction dropped to 35,920, the lowest since early 2012. In that kind of market, some projects from established names get delayed, redesigned or cancelled.
The directory shows this too. Of the 12 groups in my table, one, Mattamy, had cancelled condo projects listed: two, with the reasons recorded as financing and a sales threshold not being met. Other, smaller groups I searched had more.
What Tarion protects
Tarion says condo deposits must be held in trust and that its deposit protection on a condo is up to $20,000 plus a limited amount of interest. If the builder ends the agreement, it must refund the full deposit within 10 days. If occupancy is delayed past the firm date without a valid exception, the builder owes up to $7,500 in compensation, including $150 a day for living costs. My guides to what happens to your deposit if a builder is insolvent and what a cancelled project means for you go deeper.
Many GTA pre-construction deposits run well above $20,000. Anything above Tarion’s limit depends on the trust and insurance arrangements in your specific agreement, so have a real estate lawyer review those clauses during your 10-day cooling-off period.
What questions should I ask before buying from a condo developer?
- Which legal company is the vendor, and is it licensed? Check it in the directory, not just the brand.
- How many towers like this one has the group finished? High-rise, mid-rise and stacked towns are different skills.
- Is the project firm? Ask whether zoning, site plan approval and construction financing are in place, and what the sales threshold is.
- Who holds the deposit, and how is the amount above Tarion’s coverage protected?
- What are the tentative and firm occupancy dates? Read the Tarion addendum carefully.
- What have past buyers said? Visit a building the developer finished five or more years ago and talk to owners, the property manager or the board about how warranty items were handled.
Then use your rights. Under section 73 of Ontario’s Condominium Act, a buyer of a new condo from a developer can cancel in writing within 10 days of the latest of receiving the disclosure statement, the condominium guide, and a copy of the agreement signed by the developer. See my guide to your 10-day rescission right, and my overview of what Tarion’s warranty covers and every deadline.
How do I compare a resale condo from these builders?
The same research works for resale. A building’s original developer shapes its construction quality, but after registration the condo corporation and its board run the building. For a resale unit, the status certificate, reserve fund study and recent board minutes tell you more about future costs than the builder’s name does. A 10-year-old tower from a well-known developer can still have a thin reserve fund.
I would rather my client buy from a mid-sized builder with a clean directory profile, approved zoning and financing in place than from a famous name on a project that has not cleared those steps. Size tells you a builder can deliver. The directory, the agreement and the project’s approval status tell you whether this particular project is likely to. Spend an hour on the directory before you spend a dollar on a deposit.
What to do next
- Search the developer’s brand and the exact vendor company on the Ontario Builder Directory.
- Note licence status, regulatory actions, chargeable conciliations and any cancelled projects with their reasons.
- Ask the sales team the six questions above, and get the answers in writing.
- Have a real estate lawyer review the agreement, Tarion addendum and deposit terms within your 10-day cooling-off period.
- If you are weighing resale instead, compare a finished building from the same developer using its status certificate.

Frequently asked questions
Who is the biggest condo developer in Toronto?
By one public measure, Tridel. In the HCRA Ontario Builder Directory on November 2, 2026, the Tridel group showed 12,116 condo units enrolled with Tarion over the past 10 years, the most among the roughly 50 GTA builders I searched. Menkes, Mattamy, Pemberton and CentreCourt followed. There is no official ranking, and totals are Ontario-wide.
How do I check if a builder is licensed in Ontario?
Search the Ontario Builder Directory at obd.hcraontario.ca, run by the Home Construction Regulatory Authority. Search both the brand name and the exact vendor company on your agreement of purchase and sale. The profile shows licence status, regulatory actions, convictions, homes built, condo projects and warranty history. Anyone building or selling new homes in Ontario must be licensed.
What is a chargeable conciliation in Ontario?
A chargeable conciliation is when Tarion investigates a homeowner’s warranty complaint, finds one or more items are covered, and decides the builder failed to fix them during the repair period without a valid exception. The count appears on each builder’s Ontario Builder Directory profile, covering the last 10 years. Compare it to how many homes the builder enrolled.
Is my pre-construction condo deposit protected in Ontario?
Partly. Tarion says condo deposits must be held in trust and are protected up to $20,000 plus limited interest. If the builder terminates the agreement, it must refund the full deposit within 10 days. Deposits above $20,000 depend on the trust and insurance terms in your agreement, so have a lawyer review them before your cooling-off period ends.
Which Toronto condo builders have cancelled projects?
The Ontario Builder Directory lists every enrolled condo project’s status, including cancellations and the recorded reason. As of November 2, 2026, among the 12 largest groups I checked, Mattamy had two cancelled condo projects listed, citing financing and an unmet sales threshold. Check the directory for any builder you are considering, since statuses update daily.
Are Toronto condo developers still building in 2027?
Yes, but far less is starting. Urbanation reported in October 2026 that GTHA pre-construction condo sales fell to 60 units in the third quarter and units under construction dropped to 35,920, the lowest since early 2012. Scheduled completions are expected to fall from 20,868 units in 2026 to 15,825 in 2027.
Is Tridel a good condo builder?
I do not rank builders on quality, but the public record is strong. As of November 2, 2026, the Ontario Builder Directory showed the Tridel group with 12,116 condo units in the last 10 years, 145 completed condo projects, no cancelled projects and zero chargeable conciliations. Tridel says it built its first condominium in 1969. Always check the specific vendor company too.
How long do I have to cancel a new condo purchase in Ontario?
Ten days. Section 73 of Ontario’s Condominium Act lets buyers of a new condo cancel in writing within 10 days of the latest of receiving the disclosure statement, the condominium guide, and a copy of the agreement signed by the developer. Use that window to have a real estate lawyer review the agreement, deposit terms and Tarion addendum, and to check the builder in the Ontario Builder Directory.
