Meadowvale Brooks, a 45-home community of singles and semis planned for the McLaughlin Road and Derry Road West area of Mississauga, is being developed by Camcos Living. The builder is a significant part of what you are buying, and most of what is written about builders online is either marketing or nothing at all.
This page sets out what is verifiable about Camcos Living — where it is based, who runs it, and what it is building across the GTA — and then walks through how to check any Ontario builder’s record yourself in the public regulator’s directory. That second skill is worth more than any single builder profile. None of this is an endorsement.
Who Camcos Living is
Camcos Living is a low-rise residential builder operating across the Greater Toronto Area and into Durham and the Kawarthas. Its head office is at 238 Wellington St. E., Suite 100, Aurora, ON L4G 1J5.
Buyers dealing with the company in person are usually sent to its experience centre at 7880 Keele St., Suite 101, Concord, ON, (647) 276-0078. Listed hours are Monday to Thursday 10 a.m. to 4 p.m. and Friday 10 a.m. to 2 p.m., closed weekends. Confirm before driving out.
Camcos is a relatively new company. Its portfolio is real and it is being built, but it is not long. That matters for how you evaluate it, and the second half of this page explains why.
For Meadowvale Brooks specifically, Camcos posted on its own site (camcos.ca blog, 7 August 2026) that the project broke ground on 9 July 2026. That is the one date on this project that is documented rather than repeated.
Leadership
James Circosta — Co-founder, President and CEO. He spent more than two decades at Mattamy Homes before founding Camcos. Note that published accounts of his tenure differ in the detail; “more than two decades at Mattamy” is the part every source agrees on, so that is what is stated here.
Michael Circosta — Principal and founding partner, with 20-plus years in the industry. He was previously COO and Managing Partner at Sunny Communities.
Diana Victoria Quinn — Vice President of Sales and Marketing.
Leadership experience at a large-volume builder is worth knowing, but it is a fact about a résumé, not a warranty on a house. The homes are built by this company’s trades, supervisors and schedule.

The range is wide for a company this size — three-storey urban townhomes in Markham, luxury towns in King City, a 395-home community in Kawartha Lakes, a condominium, and now singles and semis on ravine lots in Mississauga. Those are different products with different trades, approvals and buyers.
At 45 homes, Meadowvale Brooks is one of the smallest sites on the list. That is not a drawback — it usually means a shorter build-out and fewer years spent living beside active construction — but it will not carry the phasing or amenity structure of a 395-home project.

Regulatory standing, and what it actually tells you
Camcos Living is licensed with the Home Construction Regulatory Authority (HCRA) and its homes are enrolled with Tarion, Ontario’s new-home warranty administrator. The company is also a member of BILD (the Building Industry and Land Development Association) and the Canadian Home Builders’ Association (CHBA).
Read that as a floor, not a ceiling.
HCRA licensing is a legal requirement to build or sell new homes in Ontario, and Tarion enrolment is mandatory for every new home covered by the Ontario New Home Warranties Plan Act. A builder without both cannot legally sell you a new house. Confirming licensing and enrolment tells you a builder cleared the legal minimum — worth checking, because unlicensed building does happen — but it is not a quality rating or a recommendation from the regulator.
BILD and CHBA are industry associations. Membership is paid and voluntary. It signals participation in the industry, not vetting of workmanship.
How to look up any Ontario builder yourself
This is the section to bookmark. It works for Camcos and for every other builder you will shortlist.
Start at the HCRA Ontario Builder Directory
The regulator publishes a free, public directory at obd.hcraontario.ca. You do not need an account. Search a company name and you can see, for that licensed entity:
- Licence status and dates — whether the licence is active, and how long it has been held.
- Homes enrolled and homes possessed — two different numbers, discussed below.
- Chargeable conciliations — the warranty-dispute measure, also discussed below.
- Warranty claims history — the record of claims made against homes that builder delivered.
- Convictions and licence conditions — offences under the building legislation, and any restrictions the regulator has attached to the licence.
- Officers and directors — the people legally behind the company.
That last field is the one most buyers skip, and often the most informative — names carry across companies even when company names do not.
The umbrella-company point — the thing most buyers get wrong
Here is the insight that changes how you read the directory.
Most Ontario homebuilders do not operate as one licensed company. They operate as an umbrella group made up of separately-licensed, single-purpose entities — typically one per project. The corporate structure exists for financing, land ownership and liability reasons, and it is entirely standard. It is not a red flag in itself.
But it has a consequence for anyone doing research: searching one company name can show you almost nothing. If you type in the name on the sales-centre sign and land on a project-specific entity registered a year ago, you will see a licence with almost no history attached, and you might conclude the builder has no record. The record exists — it is just distributed across sibling entities.
Camcos Living is a plain illustration of this standard structure: the group operates through separately-licensed single-purpose entities rather than a single licence covering everything. So is nearly every other builder you will look at.
What to do about it:
- Search the brand name and see every result, not just the first.
- Open a result and look at the officers and directors listed.
- Search those individual names, which surfaces the other entities they are attached to.
- Look for the parent or umbrella record, and read the member entities together as a group.
Judging a builder off one single-purpose company is like judging a person by one month of their bank statement.
Homes enrolled versus homes possessed
These two numbers sit side by side in the directory and they mean different things.
Enrolled means a home has been registered for warranty coverage. That happens early — well before anyone lives in it. Possessed means a buyer actually took possession, got the keys, and the warranty clock started running.
A builder can therefore show a large number of enrolments and a small number of possessions. That is what an active pipeline looks like: homes sold and under construction but not yet delivered. It is not a warning sign on its own.
The reason to read both is that only the possession number reflects homes people are actually living in — and only delivered homes can generate warranty claims, conciliations or complaints. A builder with 400 enrolments and 20 possessions has a warranty record covering 20 homes, no matter how large the enrolment figure looks. Reading the enrolment number as a track record overstates it. Reading only the possession number understates how much the company has underway.
Look at both, and understand which one the rest of the page’s statistics are measured against.
What a chargeable conciliation is
If a homeowner and a builder cannot resolve a warranty issue, the owner can ask Tarion to step in and assess it. That assessment is a conciliation. If Tarion finds the builder was responsible for an unresolved item it was obliged to fix, the conciliation is deemed chargeable to the builder.
That word matters. A conciliation that is opened but resolved before assessment, or found not to be the builder’s responsibility, is not chargeable. A chargeable conciliation is a regulator-assessed finding that the builder failed to address a legitimate warranty obligation.
Read it as a rate, not a count. Ten chargeable conciliations across 2,000 delivered homes and ten across 40 delivered homes are very different pictures. Always divide by the possession number.
A short record is a short record — nothing more
If you look up a newer builder and find few completed homes, resist reading it as either reassuring or alarming.
A small number of delivered homes means there is simply not much past-delivery data to judge. There is no meaningful denominator. That is neither a good sign nor a bad one — it is an absence of evidence, and it should push you to weight other things more heavily: the quality of the agreement of purchase and sale, the deposit protection actually available to you, the specifics of the site and the lot, the finishes and allowances in writing, and independent professional advice before you sign.
Check whether flattering coverage is sponsored
One last habit. Builder public relations is frequently published as sponsored content on real estate and industry news sites, and it reads exactly like editorial. Before you treat a glowing article as independent, look for a “sponsored”, “partner content” or “presented by” label — usually near the byline or in small type at the top or bottom of the piece.
At least two flattering articles about Camcos on a well-known industry site are explicitly marked sponsored. That does not make them false. It does mean they are advertising, and they should not be counted as third-party validation.

What could not be verified
We found no industry awards for Camcos Living in the 2025 OHBA or BILD winner lists, and no aggregate customer review or rating exists on BBB, HomeStars or Google. That absence is what you would expect from a short delivery record — it is not a criticism, and not a substitute for one either. The architect for Meadowvale Brooks has not been publicly identified.
