Living here
Renters, Airbnb and elevators at The Penrose
Do mostly owners or renters live here?
Renter-heavy building. Of 67 deals here in the last 24 months, 54 were leases and 13 were sales. A high lease share usually means more investor owners, more move-ins and a deeper pool of rental comparables.
Can you Airbnb a unit at The Penrose?
No active City registrations here right now. In Toronto you can only host in your principal residence, a whole unit for at most 180 nights a year, with a $390 yearly registration and 6% accommodation tax. You cannot buy here to run it as a full-time Airbnb. Check the condo’s rules in the status certificate before you count on it.
How reliable are the elevators?
Ontario requires residential buildings to report any elevator outage lasting 48 hours or more, and this address has none on record. Elevators still need modernizing every 25 to 30 years, so check the reserve fund study for the date.

Before you buy here
Five things the listing will not tell you about The Penrose
- Reserve fund health. Ask for the latest reserve fund study and its date. A thin fund in an older building usually means fee jumps or a special assessment.
- Special assessments and big repairs. Check the status certificate for planned levies and for balcony, garage, window or elevator work.
- Insurance deductible. Find the corporation’s deductible for water damage. If it is higher than your own policy covers, raise your coverage before closing.
- Fee trend. Compare this year’s budget with last year’s. Rises of 2–5% a year are typical; bigger jumps need an explanation.
- Lawsuits and rules. Look for legal claims against the corporation, and for rules on pets, short-term rentals and leasing.
Send me the status certificate and I will flag anything that matters before your conditional period runs out.

The Penrose is the building I show buyers who walk into a newer Bay Street tower, see the fee, and then realize they will also be paying hydro, heat and parking on top. At 750 Bay, almost everything is in one cheque, the suites are larger than today’s norm, and there is an indoor pool and a covered running track. The trade-off is a 1999 building that needs a careful look at its reserve fund. I’m Jatin Dua, RE/MAX Quantum Realty.
Quick answer
The Penrose is a 30-storey, 220-suite condominium at 750 Bay Street in the Bay Street Corridor, just south of College Street in downtown Toronto. It was developed and built by H&R Developments and completed in 1999. The condominium corporation is MTCC-1284, registered on 9 December 1999, and condos.ca lists Andrejs Management as property manager. Condos.ca lists the maintenance fee as covering common elements, heat, hydro, air conditioning, building insurance, parking and water. Suites run from about 497 to 1,177 sq ft.
The Penrose at a glance
One cheque covers almost everything
The single most important fact about The Penrose is its fee structure. Condos.ca lists common elements, heat, hydro, air conditioning, building insurance, parking and water as included. Hydro is the one that stands out: in nearly every tower built in the last fifteen years, hydro is on your own meter, and so are heating and cooling.
That is why the fee looks high on paper. Among current listings it works out to roughly $1.34 per square foot, against about $0.90 next door at Lumiere. Before you compare the two, add back a monthly hydro bill, a share of heating and cooling, and a parking space to the newer building. The gap shrinks a great deal.
The flip side of an all-inclusive fee is that you cannot control it. When utility rates rise, the corporation’s budget rises and so does everyone’s fee, whether or not you were careful with the thermostat. Ask for the last two or three years of budgets to see how the fee has moved.
Bigger suites from a different era
Condos.ca puts the suite range at about 497 to 1,177 sq ft, and the current listings show what that means in practice. One-bedroom plans here can reach the 700 sq ft range, which is closer to what a newer building would sell as a two-bedroom. The two-bedroom and two-plus-den plans are real family-sized suites by downtown standards.
Listing descriptions for suites here mention walk-in closets, in-suite laundry, breakfast-bar kitchens and balconies, with parking and a locker included with some suites. Finishes vary widely, because after more than 25 years some owners have renovated and some have not. Budget for the kitchen and bathrooms if you buy an original suite.
The exterior is brick, which is part of why the building has aged better than many glass towers of its era. It is not a design statement, but it is a solid, conventional tower.

The pool, the track and the H&R package
The amenity list is the other reason buyers end up here. Listing descriptions describe an indoor pool, hot tub, sauna, a fitness centre and a covered running track, along with 24-hour concierge and security. A running track is very rare in a downtown condominium, and in winter it is a genuine daily-life feature.
H&R Developments built several downtown towers in the late 1990s, including The Metropole at 7 King Street East, and they share a pattern: bigger suites, generous fee inclusions, and a full recreation floor. If you like this building, it is worth comparing with its siblings.
A pool and running track are not cheap to keep. They are part of why the fee is what it is, and they will need capital work as the building ages.
Living at Bay and College
The Penrose sits on a block that is effectively the front door to the city’s hospital and university district. The University Avenue hospitals, the University of Toronto, Toronto Metropolitan University and the College Park shops are all within an ordinary walk. That makes the building popular with medical residents, graduate students and staff who want to walk to work.
Bay Street here is busy but not nightlife-busy. The real noise is traffic and the occasional ambulance heading for hospital row, so ask which way a suite faces and visit at the hours you would actually be home.
The Penrose shares its block with Lumiere at 770 Bay, a newer Menkes tower. The architect for Lumiere describes it as the last piece of a site planned for three residential buildings, so the Penrose has been part of this cluster from the start. Transit, schools and Walk Score details are in the data panel on this page.
What The Penrose costs
Condos.ca puts the building average at about $751 per square foot. That is well below Lumiere next door at roughly $924, and the difference is mostly about age: a 1999 suite with original finishes is a different product from a 2011 one.
Four suites were for sale when I checked, asking from about $448,800 up to about $849,000. Monthly fees on those listings ran from roughly $986 to $1,424, which sounds steep until you remember hydro, heat, cooling and parking are inside that number.
The right way to compare is total monthly cost: fee, plus hydro, plus parking, plus your share of heating and cooling. On that basis The Penrose often lands much closer to newer towers than its headline fee suggests, with more space per dollar.
Supply here is steady rather than deep. With four suites for sale and three for lease in a 220-suite building, there is usually something to compare, but the right plan on the right floor may take a few weeks to appear. A one-bedroom of 700 sq ft or more appeals to end users and investors alike, so expect competition when one is priced right. If you want comparables for a specific suite, I can pull them through my building sold report.

Amenities at The Penrose
This is a full recreation package of the kind newer towers often skip: a pool, hot tub, sauna and an indoor running track, with a concierge at the door. If you would use the pool and track, they replace a gym membership; if you would not, you are still paying for them in the fee.
Jatin’s honest take on The Penrose
Who this building suits
Buyers who want space and predictable monthly costs, especially people who work at the hospitals or universities nearby. It also suits swimmers and runners, and parents buying for a student who do not want to manage separate utility accounts.
What I’d want you to check
This is a 1999 building, so read the reserve fund study for the pool, the mechanical systems, windows and balcony doors, elevators and the garage. Ask how the all-inclusive fee has moved over the last few years and whether utility costs are pushing it up. Confirm whether the suite you want has its own parking and locker, and check the status certificate for any planned work.
The value question
At around $751 per square foot, you get more suite for your money than at most towers on Bay Street, with utilities and parking bundled in. You give up modern finishes and accept an older building’s capital needs. For an owner-occupier who will stay several years and renovate to taste, I think it is one of the more sensible buys on this stretch of Bay, provided the reserve fund is healthy.
