Quick answer

Of the three pre-construction condominiums selling on The Queensway right now, only one — BLVD Q at 935 — has visibly started construction. Joya at 1045–1049 has full approvals and no reported construction start. Maxium at 875 targeted a construction start at the end of summer 2025 and, a year later, is still listed as pre-construction.

Delivery risk is the difference between these three projects. Everything else — finishes, amenities, renderings — is secondary to whether and when the building actually gets built.

Those price ranges are what the listing data showed when I checked. They move, and they are the asking range across all available suites, not a like-for-like comparison. A 359 sq ft studio and a 1,156 sq ft three-bedroom are in the same range and are not the same product.

How I would actually rank them

1. BLVD Q — lowest delivery risk

The crane is up. Excavation is done. Underground levels are being formed. That is not a guarantee of anything, but it removes the single largest failure mode in pre-construction, which is a project that sells, sits and never starts. Mattamy is also the largest and most established builder of the three, and confirmed the project through its own corporate media room rather than through a marketing partner.

2. Joya — approvals are settled, timing is not

Joya’s approvals are genuinely resolved: an Ontario Land Tribunal settlement in April 2022 fixed the envelope, and the holding provision has since been lifted by Council. What is missing is a start. The land was assembled in 2017. Nine years on, it is a vacant approval. That is not a scandal — it is the current reality of mid-rise development — but it is the risk you are pricing.

3. Maxium — best specification, most uncertainty

Geothermal heating and cooling, two 2025 BILD Awards, Scavolini kitchens, a strong interiors team. On paper it is the most interesting building of the three. And its own stated construction start was end of summer 2025, which has passed without a visible start. Both of those things are true at once and a buyer needs to hold both.

The questions I would put in writing, to any of the three

  1. What is the outside occupancy date in the agreement? Not the brochure year. The date the developer is actually bound to, and what happens if it is missed.
  2. What are the capped closing costs? Development charges, education levies, utility connection and metering fees, Tarion enrolment. Uncapped, these routinely add tens of thousands. Get a number.
  3. What is the deposit schedule, and where is the deposit held? Deposits on a pre-construction condominium unit must be held in trust or protected by prescribed security under the Condominium Act. Confirm which.
  4. Are assignments permitted, at what fee, and with what restrictions?
  5. What is the anticipated maintenance fee per square foot, and what does it include? Ask specifically whether heating and cooling are metered separately — on a geothermal building that matters.
  6. Is parking available to my suite type, at what price, and is it owned or exclusive-use?

Use the ten days

Ontario’s Condominium Act gives a buyer purchasing a new condominium unit from the declarant a ten-day rescission right after receiving the disclosure statement and a fully executed agreement. You can walk away, for any reason, and get your deposit back.

This right does not exist on a resale condominium. It is the single most valuable protection in the pre-construction process and most buyers spend it doing nothing. Spend it having a real estate lawyer read the agreement and the disclosure statement properly. It costs a few hundred dollars and it is the best money in the transaction.

My read

Pre-construction on this street is not a bad idea. It is a leveraged bet on a corridor that is genuinely being rebuilt, and if you can carry the deposit and the timeline it can work. But the honest comparison is not pre-construction against pre-construction. It is pre-construction against buying a finished suite in Curio, Reina or Verge today, with a known fee, a known status certificate and keys in your hand. Run that comparison before you run any other.
