How it got approved, and why that matters
Joya is a useful case study in how buildings on this street actually get their permissions, because almost none of them are approved the way they were first proposed.
The zoning by-law amendment application was filed under City file 17 278454 WET 05 OZ, in the name of Queenlaw Development Limited. It ended up at the Ontario Land Tribunal as case PL210053, and was resolved by a without-prejudice settlement offer dated 30 April 2022, with architectural plans dated 31 March 2022. A later application to lift the holding provision has since been approved by Council, and the site plan application remains under review.
The practical translation: the height and the massing are settled. The interior unit count moved, because the settlement expressly allowed it to. That is normal and it is not a red flag — but it does mean that any number you were quoted in 2022 is not the number today.
What the money side looks like
Greybrook publishes its own project disclosures, which is unusual and useful. For this site it records an equity investment of $10,030,000, a transaction that closed on 19 September 2017, and an estimated completion value of $140,000,000. Project status: active.
The 2017 date is the part worth sitting with. This land was assembled nine years ago. Approval came in 2022. It is 2026 and nothing has been built. That is not a criticism of the developer — it is the timeline of mid-rise development in Toronto right now, and it is exactly the timeline a pre-construction buyer is signing up for.
There is no verified construction start date and no verified occupancy date for Joya. Any occupancy year you have been shown is a projection, not a commitment, and pre-construction agreements in Ontario routinely permit the developer to extend it. Ask for the outside occupancy date in the agreement itself, and have your lawyer read the delay and termination clauses during your ten-day cooling-off period.
Unlike a resale condo, a pre-construction agreement does carry a ten-day rescission right under the Condominium Act. Use it. It is the only free look you get.
Where it sits
1045–1049 is on the south side of The Queensway, west of Islington Avenue. Greybrook’s own description points to the Gardiner Expressway, Highway 427, Kipling and Islington stations and Mimico GO. All of that is accurate as proximity, but be specific about what it actually means day to day: the corridor is served by the 80 Queensway bus, and the subway is a bus ride north, not a walk. There is no streetcar at this end of the street.
Directly relevant to this address: the 1025 The Queensway masterplan, approved for 4,077 units, is essentially across the road, and protected bike lanes are approved for the corridor with construction anticipated in 2027. Both will change what this block feels like, in different directions.
My read
The approved building is a sensible one — 12 storeys, real retail, two levels of parking, a landscape architect who does good work. The question is not whether Joya is a good building. It is whether you want to hold a deposit for an unknown number of years on a street where a great deal of competing supply is coming, and whether the price you are being offered today already assumes the finished product. Bring me the price list and the agreement and I will tell you plainly.

Yes. Ontario’s Condominium Act gives a buyer of a new condominium unit from the declarant a ten-day rescission right after receiving the disclosure statement and a fully signed agreement. Resale condos have no such right.
