Frenchman’s Bay is a sheltered lagoon on the Pickering shoreline, separated from Lake Ontario by a narrow bar and a channel, with Nautical Village and Millennium Square on its east side and residential streets around most of its edge. It is Durham Region’s most established waterfront neighbourhood and the closest true waterfront living to Toronto east of the Bluffs. The housing is a mix of older cottages that became year-round homes, post-war bungalows, custom rebuilds and a small number of condos, with Pickering GO a short drive north. The distinction that matters most: bay frontage is calm water with marina access; lake frontage east of the channel is open water with waves and erosion. Price them differently, and check flood mapping on any low-lying bay lot.
Bay, not lake
Frenchman’s Bay is a natural lagoon. A bar of sand and gravel separates it from Lake Ontario, and a channel through the bar connects the two. Inside the bay the water is calm enough for a marina and for houses to sit close to the edge; outside, along the Lake Ontario shore, you get open water, wind and the same erosion forces that shape the rest of the north shore.
That distinction drives everything. A bay-front house has still water, boat access and, often, a low elevation above the waterline. A lake-front house east or west of the channel has a beach or a bluff, waves, and a different set of risks. Listings use “waterfront” for both. Decide which one you are buying before you compare prices.

Nautical Village and Millennium Square
The east side of the bay around Liverpool Road South is the neighbourhood’s public face: Nautical Village’s small commercial strip, Millennium Square at the water, the waterfront trail and the marina. It gives Frenchman’s Bay a walkable centre that most Durham waterfront lacks, and it is the reason condos here command a premium over Pickering condos inland. In summer it is busy; in winter it is quiet. Visit in both.
Pickering GO and the commute
Pickering GO station is north of the bay near Highway 401, on the Lakeshore East line to Union. From most bay streets it is a short drive or bus ride rather than a walk, but it is close enough to make a daily Toronto commute realistic in a way that Bronte or Burlington are not. That commute is the main reason Frenchman’s Bay draws Toronto buyers who want water and a detached house at a Durham price.
Low lots and flood mapping: the check that matters here
On the Scarborough Bluffs the risk is the ground going. Around a bay the risk is water coming. Some bay-front lots sit close to the waterline, and Lake Ontario’s level moves: it set a record of 76.03 metres above sea level in 2019, beating the 2017 record of 75.93 metres, and both years saw shoreline flooding around the lake. The bay rises with the lake.
Before offering on any bay-front or low-lying lot: get TRCA’s flood hazard mapping for the address, ask whether the property has ever flooded and whether sump pumps or backwater valves are in place, and get a written insurance quote that states whether overland water coverage is available. TRCA and the shoreline
Frenchman’s Bay and the Pickering shoreline are within the Toronto and Region Conservation Authority’s jurisdiction. Under Ontario Regulation 41/24, lots in the regulated area need a TRCA permit before a City of Pickering building permit for new construction, additions, retaining walls, docks or shoreline work. On a bay lot that includes anything at the water’s edge; on a lake lot it also includes the erosion hazard setback. Read what conservation permits allow. If you want a dock, read the dock and boathouse conditions guide, because the bay is Crown-owned bed under the Beds of Navigable Waters Act and a dock is not automatically yours to build.
How to price Frenchman’s Bay
Three tiers again: bay-front, lake-front and everything else within a walk of the water. Bay-front comparables are other bay-front sales, adjusted for elevation above the water, dock or mooring rights, and whether the house is a keeper or a teardown. Lake-front comparables are the handful of open-water sales, adjusted for shoreline protection and TRCA setback. Interior lots are Pickering houses of that size and age with a neighbourhood allowance. Do not compare a bay-front cottage to a lake-front custom build; they share a postal code and nothing else.
