Do mostly owners or renters live here?

Leases 71%Sales 29%

Renter-heavy building. Of 34 deals here in the last 24 months, 24 were leases and 10 were sales. A high lease share usually means more investor owners, more move-ins and a deeper pool of rental comparables.

Can you Airbnb a unit at Hillsborough Court?

0units registered with the City as a short-term rental at this address

No active City registrations here right now. In Toronto you can only host in your principal residence, a whole unit for at most 180 nights a year, with a $390 yearly registration and 6% accommodation tax. You cannot buy here to run it as a full-time Airbnb. Check the condo’s rules in the status certificate before you count on it.

How reliable are the elevators?

0elevator outages of 48 hours or more reported to TSSA for this address since July 2022

Ontario requires residential buildings to report any elevator outage lasting 48 hours or more, and this address has none on record. Elevators still need modernizing every 25 to 30 years, so check the reserve fund study for the date.

Before you buy here

Five things the listing will not tell you about Hillsborough Court

  1. Reserve fund health. Ask for the latest reserve fund study and its date. A thin fund in an older building usually means fee jumps or a special assessment.
  2. Special assessments and big repairs. Check the status certificate for planned levies and for balcony, garage, window or elevator work.
  3. Insurance deductible. Find the corporation’s deductible for water damage. If it is higher than your own policy covers, raise your coverage before closing.
  4. Fee trend. Compare this year’s budget with last year’s. Rises of 2–5% a year are typical; bigger jumps need an explanation.
  5. Lawsuits and rules. Look for legal claims against the corporation, and for rules on pets, short-term rentals and leasing.

Send me the status certificate and I will flag anything that matters before your conditional period runs out.

Hillsborough Court is the building I point to when a buyer near Scarborough Town Centre wants one bill a month and nothing else. Hydro, heat, air conditioning, water and parking are all in the fee, and the 1990s floor plans are larger than what new towers in the area are selling. The fee per square foot looks high until you account for what it replaces. I’m Jatin Dua, RE/MAX Quantum Realty.

Quick answer

Hillsborough Court is a 22-storey, 228-suite high-rise condominium at 18 Lee Centre Drive in Woburn North, Scarborough, part of the Scarborough Bluffs, West Hill, Guildwood, Woburn, Malvern and Rouge area. It was developed by Lee Development Group and built in 1996. The condominium corporation is MTCC-1129, registered on 18 July 1996, and the property manager is listed as Shiu Pong Management. Maintenance fees include air conditioning, common elements, heat, hydro, building insurance, parking and water.

An all-inclusive fee, and how to read it

Active listings here showed monthly fees of about $661 to $915, and condos.ca puts the average fee on active listings at about $1.06 per square foot. Next to the roughly 89 cents at The Residences at The Consilium I next door, that looks expensive.

The difference is what the fee covers. At Hillsborough Court it includes hydro, heat, air conditioning, water, building insurance, parking and common elements. In most newer buildings, hydro and often heat and water are billed to each suite, and parking may be extra. Add those back and the gap narrows a great deal, especially for a family running air conditioning through a Toronto summer.

The catch with bulk utilities is that every owner shares the building’s energy bill. If utility costs rise, fees rise with them, and heavy users are effectively subsidized by light ones. Ask the corporation whether it has looked at sub-metering and what the last few years of utility costs look like in the budget.

For an owner who spends months away each year, a fee that covers every utility also means one fewer set of accounts to manage from a distance.

Layouts from an era of bigger suites

Condos.ca records suites of roughly 604 to 1,548 square feet. The current listings fell in the 600 to 900 square foot bands, while one recent corner suite was marketed at about 1,308 square feet with four bedrooms and two bathrooms. That kind of size is hard to find in newer towers.

Listing descriptions mention floor-to-ceiling windows in corner suites, ensuite laundry, forced-air heating and central air. I could not find a published ceiling height, so measure it if it matters to you. Most suites have been renovated at least once in 30 years, so finishes vary widely from one unit to the next.

One listing describes this building as Hillsborough Court Tower 1, and that fits condos.ca’s records: a second building, Hillsborough Court II, stands at 8 Lee Centre Drive, built by the same developer in 1997 under its own corporation, MTCC-1151. Confirm the address and corporation number on any listing before you compare prices.

Parking and storage are worth confirming suite by suite. One recent listing came with an owned underground parking space, an owned locker and a walk-in storage room inside the suite. Parking is in the fee, but check the status certificate to confirm exactly what is attached to the suite you are buying.

A full amenity floor for a 228-suite building

For its size, Hillsborough Court carries a generous amenity package. Condos.ca lists an indoor pool, sauna, concierge, security guard and security system, and listing descriptions add a gym, squash court, games room, party room, library or study room, bike storage and guest suites. The building has a circular driveway at the entrance and a stone and brick front. Lee Development Group also built Hillsborough Court II, May Tower I and the two Ellipse towers on this street, according to condos.ca, so Lee Centre Drive is largely one developer’s work from 1996 to 2004.

Spread across 228 suites, those facilities cost more per owner than they would in a larger tower such as The Residences at The Consilium I next door, which has 557 suites. That is part of why the fee per square foot here runs higher than at its neighbour.

Condos.ca flags a pet restriction for the building. Read the declaration and rules in the status certificate before you buy if you have a pet or plan to get one.

Living beside Scarborough Town Centre

Lee Centre Drive sits in the office and residential pocket around Consilium Place, on the north side of Highway 401 from Scarborough Town Centre. Listing descriptions note the walk to the mall and quick highway access, which is the daily reality here: shopping, services and the 401 are close, while the streets themselves are quiet and built around office towers.

The area is changing. Metrolinx is building the Scarborough Subway Extension from Kennedy Station to Sheppard Avenue and McCowan Road, and major construction at Scarborough Centre station began in September 2025. UrbanToronto has also covered proposals for new towers on Corporate Drive and on the Consilium lands since 2019. The data panel on this page shows current transit options and distances.

Price per square foot against the neighbours

Condos.ca puts the average here at about $490 per square foot. That sits a little below The Residences at The Consilium I next door, at about $517.

At the time of writing, three suites were listed for sale, asking from about $368,500 to $499,000. The spread reflects size and condition, so compare renovated and original suites separately.

Renovated suites with updated kitchens and flooring command a premium, and original suites usually trade at a discount that rarely covers the full cost of a renovation. If you are patient, an original suite in a well-funded building is often the better buy.

When you compare carrying costs with a newer building, add your expected hydro, heat and water bills to the newer building’s fee. On that basis, Hillsborough Court’s higher fee often works out closer to even than the headline number suggests. The sold data in the panel above is your best guide to what suites have actually traded for.

Jatin’s honest take on Hillsborough Court

Who this building suits

Buyers who want a large suite near Scarborough Town Centre with one predictable monthly bill, including families who would otherwise pay for a two- or three-bedroom townhouse, and older buyers who want concierge, a pool and no utility accounts to manage. It also suits commuters who use the 401 daily.

What I’d want you to check

At 30 years old, check the reserve fund study for elevator modernization, window and balcony door replacement, the garage membrane and the mechanical systems that heat and cool the building. Ask about utility costs over recent budgets, since they flow straight into your fee. Confirm the pet rules, the parking and locker assigned to the suite, and whether the Tower 1 description affects which corporation you are buying into.

The value question

At about $490 per square foot with hydro, heat and air conditioning included, Hillsborough Court is one of the better-value ways to get real square footage near Scarborough Town Centre. The headline fee will put some buyers off, and I think that is a mistake if you do the full utility math. Buy it for space and simplicity, and make sure the reserve fund is ready for a building entering its fourth decade.

That happens constantly in condos — one has the parking, the right exposure, or a board that keeps the reserve fund healthy. A model can’t see your status certificate. I can.

How this works — your estimate comes from a model built on recent Toronto & GTA condo sale data, weighting area, size, layout, floor, exposure, view, parking, locker, age and condition. It is an automated estimate for information only — not an appraisal and not a Comparative Market Analysis. Condo values also depend on the building’s reserve fund, maintenance fees, recent special assessments and status certificate, none of which a model can read.
