Living in Cove at Waterways, Etobicoke

By Jatin Dua, Realtor, RE/MAX Quantum Realty. Updated August 10, 2026. About a 7-minute read.

Quick answer

Cove at Waterways is the mid-rise of the Conservatory Group’s waterfront cluster: 17 storeys and 281 suites at 39 Annie Craig Dr, with its condominium corporation, TSCC-2830, registered on February 10, 2021. In a neighbourhood defined by 40- and 50-storey towers, this is the human-scale option — with a rooftop terrace, indoor pool and full amenity set all the same.

Here is my honest read: what the building is, how the location works, who a mid-rise on this peninsula actually suits, and what to verify before you buy or rent.

Cove is the mid-rise member of the Conservatory Group’s Waterways cluster, sitting alongside its much taller sister, Water’s Edge at the Cove. The corporation, TSCC-2830, was registered on February 10, 2021, and the building is managed by Synapse Property Management. Per condos.ca, suites range roughly from 460 to 1,262 sq ft.

Seventeen storeys and 281 suites make this one of the smaller buildings in Humber Bay Shores, and that is the whole point of it. Fewer neighbours per elevator, a scale where the concierge learns faces, and a suite range that skips the very smallest micro-units the neighbourhood’s tallest towers start at. If you have toured the 500-plus-suite complexes nearby and felt like a number, this is the counter-proposal.

Location and getting around

Cove shares the Annie Craig Dr waterfront pocket with the rest of the cluster. For transit, there is a bus stop opposite 2155 Lake Shore Blvd W on the Prince Edward route, and Mimico GO station is nearby for rail commuting. Drivers, runners and cyclists all get the same neighbourhood the towers do — the difference is only in what you come home to.

My standing advice on commutes applies here word for word: time your own trip, at your own hour, by the mode you would actually use, before you commit. And see the neighbourhood in winter as well as summer — the waterfront in February is a different experience from the waterfront in July, and you should be at peace with both.

What day-to-day life offers

For a mid-rise, the amenity list is generous: concierge, gym, indoor pool, whirlpool, sauna, party room, library, billiards, a rooftop terrace with BBQs, guest suites, bike storage and an outdoor patio and garden.

The rooftop terrace deserves the first mention. On a 17-storey building in this location it is a genuinely usable outdoor room, and the BBQs make it the kind of amenity people actually book rather than admire. The library and billiards room point at a quieter, more settled resident profile; the pool, whirlpool and sauna cover the wellness side without you leaving the building.

The honest arithmetic: a smaller building spreads its amenity costs across fewer owners, while a bigger tower spreads more amenities across more owners. Neither model is automatically cheaper or better — it depends on the specific budget, which is why the status certificate matters more than any rule of thumb I could give you. Read the budget, see what the fee actually funds, and decide with the numbers in front of you.

Who this building suits (and who it may not)

Cove tends to suit people who want the Humber Bay Shores location without the megatower experience: downsizers who prefer a building where staff and neighbours become familiar, buyers who want newer construction at a human scale, and anyone whose ideal evening ends on a rooftop terrace rather than a 50th-floor elevator ride.

Who should think harder: if a top-floor panorama over the lake is the dream, 17 storeys will not deliver what the towers next door can, and the amenity lists in the tallest neighbours run longer — theatres, plunge pools, pet spas. A young building also carries young-building homework: the first years after registration are when the budget meets reality, so read the status certificate, the reserve fund study and recent board communications with particular care. That is standard diligence for any building registered in 2021, not a comment on this one.

Buying or renting here

Buyers: status certificate review before firming up, without exception — reserve fund, budget, rules, any special assessments. Because Cove is part of a multi-building cluster, also confirm which facilities are shared with neighbouring corporations and how costs are divided; those arrangements live in the documents, not in listing descriptions.

Tenants: this building’s vintage makes the rent-control question worth real attention. Whether Ontario’s annual rent increase guideline covers a unit depends on when that unit was first occupied relative to November 15, 2018 — and in a corporation registered in February 2021, you should check your specific unit rather than assume either way. My guide at is my Etobicoke rental rent-controlled? walks through exactly how, and remember that the only lawful deposit in Ontario is last month’s rent.

Verify, do not assume Suite counts, amenity access, management companies and rules change over time, and third-party listing sites are a starting point, not an authority. Before money moves, the governing documents are the status certificate, the declaration and rules, and the agreement in front of you. If a fact matters to your decision, get it from one of those.

The takeaway

Cove at Waterways is the quiet answer to an obvious question: what if you want this waterfront but not a 50-storey building? Seventeen floors, 281 suites, a 2021-registered corporation, a rooftop terrace with BBQs, and the same parks and transit as the towers. Match the scale to your temperament, then let the documents make the final call.

What’s your condo
worth today?

Three quick steps. Condos don’t price like houses — your floor, your view, and whether you own parking move the number more than anything else. This weighs all of them.

That happens constantly in condos — one has the parking, the right exposure, or a board that keeps the reserve fund healthy. A model can’t see your status certificate. I can.

How this works — your estimate comes from a model built on recent Toronto & GTA condo sale data, weighting area, size, layout, floor, exposure, view, parking, locker, age and condition. It is an automated estimate for information only — not an appraisal and not a Comparative Market Analysis. Condo values also depend on the building’s reserve fund, maintenance fees, recent special assessments and status certificate, none of which a model can read.
