An approved 2,135-unit community with an open subdivision file that has been under review for more than five years. Nothing has gone wrong here in any dramatic sense. This is simply how long large-site delivery takes in Toronto, and it is worth internalising before you buy anything on the strength of a nearby approval.

Read that last row again. A site with a 1,166-unit tower proposal under appeal for over a decade, whose owner built a one-storey shop on it instead.

I am not going to speculate about why. The refusals and the completed retail build are both on the record; the commercial reasoning is not, and I will not invent it. But the outcome is instructive on its own.

What these two sites should teach you

An approval is a permission, not a plan. Land can sit approved for a decade. Financing has to work, construction costs have to work, the sales market has to work, and any one of those can stop a project that has every entitlement it needs.

A refusal is not the end either. 1061’s site plans were refused and the file remains live at the Tribunal.

So do not buy the pipeline. If a suite makes sense on today’s street — today’s transit, today’s shops, today’s comparable sales — buy it. If it only makes sense once the neighbouring approvals become buildings, you are underwriting a timeline nobody controls.

The flip side, honestly stated

I do not want to leave you with the impression that nothing gets built here. Plenty does. Curio went from ground to occupancy in under three years. Reina and Verge East both registered within the last nine months. BLVD Q has a crane up.

The pattern is that mid-rises on ordinary lots get built, and masterplans on employment land get litigated. That is a genuinely useful rule of thumb for reading this street, and it holds across everything in the pipeline.
