Living here
Renters, Airbnb and elevators at Windsor II
Do mostly owners or renters live here?
Renter-heavy building. Of 39 deals here in the last 24 months, 26 were leases and 13 were sales. A high lease share usually means more investor owners, more move-ins and a deeper pool of rental comparables.
Can you Airbnb a unit at Windsor II?
No active City registrations here right now. In Toronto you can only host in your principal residence, a whole unit for at most 180 nights a year, with a $390 yearly registration and 6% accommodation tax. You cannot buy here to run it as a full-time Airbnb. Check the condo’s rules in the status certificate before you count on it.
How reliable are the elevators?
Ontario requires residential buildings to report any elevator outage lasting 48 hours or more, and this address has none on record. Elevators still need modernizing every 25 to 30 years, so check the reserve fund study for the date.

Before you buy here
Five things the listing will not tell you about Windsor II
- Reserve fund health. Ask for the latest reserve fund study and its date. A thin fund in an older building usually means fee jumps or a special assessment.
- Special assessments and big repairs. Check the status certificate for planned levies and for balcony, garage, window or elevator work.
- Insurance deductible. Find the corporation’s deductible for water damage. If it is higher than your own policy covers, raise your coverage before closing.
- Fee trend. Compare this year’s budget with last year’s. Rises of 2–5% a year are typical; bigger jumps need an explanation.
- Lawsuits and rules. Look for legal claims against the corporation, and for rules on pets, short-term rentals and leasing.
Send me the status certificate and I will flag anything that matters before your conditional period runs out.

Windsor II at 2627 McCowan Road is the newer half of the Monarch pair at Finch and McCowan. It is a 2002 tower with an indoor pool, a tennis court and a fee that covers heat and air conditioning, and when I checked it had four suites for sale at once. That gives you choice, and it gives you some leverage. I’m Jatin Dua, RE/MAX Quantum Realty.
Quick answer
Windsor II is a 19-storey, 337-suite condominium at 2627 McCowan Road, just south of Finch Avenue East in Scarborough’s Agincourt North neighbourhood, near the Milliken edge of the former city. It was built in 2002 by Monarch. The condominium corporation is TSCC-1423, registered on 4 February 2002, and Duka Property Management is listed as manager. Suites run roughly 510 to 1,377 sq ft. Condos.ca lists the fee as covering common elements, heat, air conditioning, water, parking and building insurance.
Windsor II at a glance
The later phase of a 1960s land holding
Monarch bought land on the southwest and southeast corners of Finch and McCowan in 1963, according to a 1999 City of Toronto report, and did not build on it for more than three decades. The plan for the southeast corner set out a tower on Finch, a second tower facing McCowan and townhouses to the east, all under a 19-storey height limit.
The Windsor at 5039 Finch Avenue East was Phase 3, nearing completion in 1999. Windsor II sits right beside it on McCowan, and with a 2002 registration it fits the later McCowan-facing phase described in those reports. The City’s 1999 conditions required the future condominiums on the site to share access, parking arrangements and recreation facilities, on a proportionate ownership basis.
In day-to-day terms, the two towers work as a pair: one sits on Finch, the other on McCowan, and they share a single recreation centre between them.
A phased site like this is designed as one system: grounds, driveways and garage access are often shared. Ask how snow clearing, landscaping and the driveway are managed between the corporations, and which corporation owns which piece.
Layouts from 510 to 1,377 square feet
Condos.ca puts suites at roughly 510 to 1,377 square feet, a wider spread than many 1990s Scarborough towers. Most of what trades is two-bedroom: the current listings are all two-bedrooms between about 700 and 900 square feet.
That size band is the sweet spot for first-time buyers and small families in this area. A two-bedroom in the 800s with parking and heat in the fee is a common target, and it is the format renters here look for too.
The smaller plans at the bottom of the range are the exception rather than the rule. If you need a one-bedroom, expect to wait for one.
For an investor, the two-bedroom in the 800s is the most liquid product in the building, because it is what most buyers and tenants here are looking for. For an end user, that same liquidity means you will have comparables when it is time to sell.
When you compare plans, look at the balcony, the storage and whether the second bedroom has a proper window and closet. Older two-bedroom plans vary more than their square footage suggests.

Pool, tennis and a shared recreation centre
Condos.ca lists an indoor pool, a sauna, a tennis court, a security guard, a security system and an underground garage. The City’s 1999 report says the recreation centre was built with the first southeast-corner phase and sized to serve the later phases as well, so expect some of these facilities to be shared with The Windsor.
Shared facilities spread the cost of a pool across two buildings’ worth of owners, which helps fees. They also mean two boards must cooperate on budgets and capital repairs. Read the shared-facilities agreement in the status certificate and ask how costs are split.
Condos.ca flags a pet restriction. I have not seen the wording, so read the rules before you bring a pet.
The pool and the tennis court are the two items most likely to be deferred when budgets are tight. Look at both on your tour and check whether the reserve fund study funds their repair.
A building of 337 suites also means a busy garage and elevators at rush hour. Visit at 8 a.m. on a weekday, not only on a quiet Sunday showing, so you know what the morning routine actually looks like.
Living at Finch and McCowan
Woodside Square shopping centre is at the same intersection, and the plazas along Finch and McCowan carry a wide mix of groceries and restaurants. Highway 401 and Markham are a short drive away, and the side streets are mostly detached houses.
For most residents this is a car-and-bus location rather than a subway one. The data panel on this page shows the transit options, walkability and nearby parks in detail.
If you work downtown, test the commute at rush hour before you commit. If you work in Markham or along the 401, the location is a genuine advantage, and the drive to either is short.
What Windsor II costs
Condos.ca puts the building average at about $557 per square foot, above The Windsor next door at about $509. A newer building and a mix that leans toward mid-size two-bedrooms both help explain the gap.
When I checked, four suites were for sale, asking $438,888 to $509,900, and three were for lease. Fees on those listings ran about $655 to $718 a month, or about $0.84 per square foot on average.
That fee covers heat, air conditioning, water and parking. Against a newer Scarborough building where heat and parking are extra, $0.84 is reasonable. With four listings at once, you may have room to negotiate, so look at days on market in the data panel before you offer.
Leases matter here too. With three suites for rent when I checked, an investor has competition for tenants, so price a lease against what is on the market rather than what you hope to get.

An indoor pool and a tennis court are more than most Scarborough towers of this age offer, and sharing them with The Windsor keeps the cost manageable. Use them before you buy so you know what condition they are in.
Jatin’s honest take on Windsor II
Who this building suits
First-time buyers and small families who want a two-bedroom with parking and heat included, and investors looking for the two-bedroom format renters in this area want. It also suits swimmers and tennis players who would rather not pay for a club. Buyers coming from The Windsor next door will find much the same lifestyle in a newer building.
What I’d want you to check
This is a 2002 building, so it is entering the window for its first big round of capital work: elevators, the garage membrane, the pool equipment, windows and balcony doors, and the heating and cooling plant. Read the reserve fund study and the shared-facilities agreement with The Windsor, and ask how shared costs are divided. Confirm parking and locker ownership and the pet rules.
The value question
At about $557 per square foot with heat and parking in the fee, this is fair value for north Scarborough, and the number of current listings gives a buyer some leverage. You give up a subway location and new finishes. For an owner who wants space and predictable costs, I think it is a sensible buy. If you want my read on a specific suite, book a call.
