Mix of owners and renters. Of 33 deals here in the last 24 months, 14 were leases and 19 were sales. A high lease share usually means more investor owners, more move-ins and a deeper pool of rental comparables.

Can you Airbnb a unit at The Windsor Condos?

0units registered with the City as a short-term rental at this address

No active City registrations here right now. In Toronto you can only host in your principal residence, a whole unit for at most 180 nights a year, with a $390 yearly registration and 6% accommodation tax. You cannot buy here to run it as a full-time Airbnb. Check the condo’s rules in the status certificate before you count on it.

How reliable are the elevators?

0elevator outages of 48 hours or more reported to TSSA for this address since July 2022

Ontario requires residential buildings to report any elevator outage lasting 48 hours or more, and this address has none on record. Elevators still need modernizing every 25 to 30 years, so check the reserve fund study for the date.

Before you buy here

Five things the listing will not tell you about The Windsor Condos

  1. Reserve fund health. Ask for the latest reserve fund study and its date. A thin fund in an older building usually means fee jumps or a special assessment.
  2. Special assessments and big repairs. Check the status certificate for planned levies and for balcony, garage, window or elevator work.
  3. Insurance deductible. Find the corporation’s deductible for water damage. If it is higher than your own policy covers, raise your coverage before closing.
  4. Fee trend. Compare this year’s budget with last year’s. Rises of 2–5% a year are typical; bigger jumps need an explanation.
  5. Lawsuits and rules. Look for legal claims against the corporation, and for rules on pets, short-term rentals and leasing.

Send me the status certificate and I will flag anything that matters before your conditional period runs out.

The Windsor at 5039 Finch Avenue East is one of the more straightforward buys in north Scarborough: a Monarch tower at Finch and McCowan with a fee that covers heat, cooling, water, parking and cable, and a recreation centre it shares with its sister building. It is also a building where the public records disagree about basic facts, and I want you to know that before you read a listing. I’m Jatin Dua, RE/MAX Quantum Realty.

Quick answer

The Windsor is a 19-storey condominium at 5039 Finch Avenue East, at the southeast corner of Finch Avenue and McCowan Road in Scarborough’s Agincourt North neighbourhood, near the Milliken edge of the former city. It was developed by Monarch Construction Limited as Phase 3 of a phased development on that corner. The condominium corporation is MTCC-1283. Condos.ca lists 338 suites and a 1971 build date, but City of Toronto records from 1999 describe a 226-unit, 19-storey building then nearing completion. Condos.ca lists Andrejs Management as manager and the fee as covering common elements, heat, air conditioning, water, parking, building insurance and cable TV.

What the records say, and where they disagree

Start with the conflict, because it affects how you read any listing. Condos.ca records the Windsor as built in 1971 with 338 suites. City of Toronto planning reports from 1999 describe 5039 Finch Avenue East as a 226-unit, 19-storey building by Monarch Construction Limited that was nearing completion that year.

The corporation number points the same way as the City. MTCC-1283 sits between corporations registered in 1998 and the early 2000s; a 1971 building would carry a much lower number. My reading is that this is a late-1990s tower, and that the 338 figure belongs to another phase of the same Monarch lands. Confirm the year and suite count in the status certificate before you rely on either.

Why it matters: a 1999 building and a 1971 building are at very different points in their repair cycles, and buyers, appraisers and lenders all care about that.

If a listing quotes the 1971 date, ask the listing agent where it came from. A clear answer, backed by the status certificate, will save you an argument with an appraiser later.

One corner, five planned phases

According to a 1999 City report, Monarch bought land at the southwest and southeast corners of Finch and McCowan back in 1963 and only developed it decades later. The concept plan for the southeast corner called for a building on Finch as Phase III, a second building facing McCowan as Phase IV, and townhouses to the east as Phase V, under an overall height limit of 19 storeys.

The Windsor is Phase 3. Windsor II at 2627 McCowan Road sits immediately south of it and, as far as I can tell from the records, is the later McCowan-facing phase. The City required the condominium declarations to provide mutual access, parking arrangements and shared recreational facilities among the future condominiums on the site, on a proportionate ownership basis.

In practice the two towers live as a pair. When you buy here, you are also buying into a shared-facilities relationship with the corporation next door.

A phased site like this has another practical effect: the grounds, driveways and garage access are often designed as one system. Ask how snow clearing, landscaping and the shared driveway are managed between the corporations, and which corporation owns which piece.

The shared recreation centre

The City’s 1999 report notes that the recreation centre was built with Phase 3 and was planned to serve the later phases too, sized at three square metres of indoor recreation space per unit. Condos.ca lists a sauna, a tennis court, concierge, a security guard and a security system for this building, and Windsor II lists an indoor pool.

Shared amenities are usually good value, because the costs are split across more owners. The risk is governance: two boards have to agree on budgets and capital repairs. Ask the manager how shared costs are divided and read the shared-facilities agreement in the status certificate.

Condos.ca also flags a pet restriction. I have not seen the wording, so check the rules if you have a pet.

The tennis court is worth a specific look. Courts are expensive to resurface and often get deferred, so check its condition on your tour and see whether the reserve fund study budgets for it.

Daily life at Finch and McCowan

This is a car-friendly, errand-friendly corner. Woodside Square shopping centre is at the same intersection, and the plazas along both roads carry a wide range of groceries and restaurants. Highway 401 and Markham are a short drive away.

The surrounding streets are mostly low-rise houses. Expect quiet residential side streets, busy arterials on two sides, and the transit options shown in the data panel on this page.

If you work downtown, be realistic about the commute. Most residents here drive or take the bus to the subway, so test the trip at rush hour before you commit. If you work in Markham or along the 401, the location is a genuine advantage.

Visit at 8 a.m. on a weekday as well as at a weekend showing. Busy arterials on two sides mean the noise and the garage queue look very different at rush hour.

What The Windsor costs

Condos.ca puts the building average at about $509 per square foot, a little below Windsor II next door at about $557. Some of that gap may reflect the conflicting age records, and some the suite mix, so compare like with like.

When I checked, two suites were for sale, asking $500,000 to $528,000, with monthly fees of about $761 to $832. Nothing was listed for lease.

Those fees cover heat, air conditioning, water, parking, insurance and cable, which puts them in perspective. Against a newer Scarborough tower where you pay hydro, gas and a parking charge yourself, the monthly gap is often smaller than it looks. The data panel on this page has the aggregate sales and lease figures.

With only two listings and no leases on the market, comparables in the building are thin at any given moment. That is when the twelve-month aggregates and recent sales at Windsor II next door become your best reference points.

The amenity package is the shared recreation centre plus a staffed front desk. A tennis court is a genuine rarity now, and the shared setup means you get more facility than a single 19-storey tower could usually support.

Jatin’s honest take on The Windsor Condos

Who this building suits

End users who want a stable monthly cost with utilities and cable bundled, and who drive or are happy with bus connections. It suits families and downsizers who want a two-bedroom or two-plus-den, and anyone who will actually use a tennis court and sauna.

What I’d want you to check

Resolve the age and suite-count question first. Then read the reserve fund study for windows and balcony doors, balcony slabs, the garage, the elevators and the heating and cooling plant, and read the shared-facilities agreement with Windsor II, including how capital repairs to the recreation centre are split. Confirm parking and locker ownership and the pet rules. Ask, too, whether the cable package in the fee is a bulk contract and when it renews, since that line can change.

The value question

At about $509 per square foot with most utilities in the fee, this is fair value for an owner-occupier in north Scarborough. You give up new finishes and an on-site subway, and gain space, bundled costs and a mature building with a record you can examine. If you want help reading the status certificate, book a call.

That happens constantly in condos — one has the parking, the right exposure, or a board that keeps the reserve fund healthy. A model can’t see your status certificate. I can.

How this works — your estimate comes from a model built on recent Toronto & GTA condo sale data, weighting area, size, layout, floor, exposure, view, parking, locker, age and condition. It is an automated estimate for information only — not an appraisal and not a Comparative Market Analysis. Condo values also depend on the building’s reserve fund, maintenance fees, recent special assessments and status certificate, none of which a model can read.
