Living here
Renters, Airbnb and elevators at Harbour Terrace
Do mostly owners or renters live here?
Mostly owner-occupied. Of 10 deals here in the last 24 months, 3 were leases and 7 were sales. A high lease share usually means more investor owners, more move-ins and a deeper pool of rental comparables.
Can you Airbnb a unit at Harbour Terrace?
No active City registrations here right now. In Toronto you can only host in your principal residence, a whole unit for at most 180 nights a year, with a $390 yearly registration and 6% accommodation tax. You cannot buy here to run it as a full-time Airbnb. Check the condo’s rules in the status certificate before you count on it.
How reliable are the elevators?
TSSA lists 2 elevators serving 9 floors, installed around 1986. Ask whether elevator modernization is in the reserve fund plan.

Before you buy here
Five things the listing will not tell you about Harbour Terrace
- Reserve fund health. Ask for the latest reserve fund study and its date. A thin fund in an older building usually means fee jumps or a special assessment.
- Special assessments and big repairs. Check the status certificate for planned levies and for balcony, garage, window or elevator work.
- Insurance deductible. Find the corporation’s deductible for water damage. If it is higher than your own policy covers, raise your coverage before closing.
- Fee trend. Compare this year’s budget with last year’s. Rises of 2–5% a year are typical; bigger jumps need an explanation.
- Lawsuits and rules. Look for legal claims against the corporation, and for rules on pets, short-term rentals and leasing.
Send me the status certificate and I will flag anything that matters before your conditional period runs out.

Harbour Terrace is one of the few waterfront condos in Toronto that won a national architecture award, and almost nobody outside the building knows it. It has 79 large suites, a pool, a park next door and the lake right in front of it. It is also a 1989 building, so you are buying its history as much as its view. I’m Jatin Dua, RE/MAX Quantum Realty.
Quick answer
Harbour Terrace is a mid-rise condominium at 401 Queens Quay West in the Harbourfront-CityPlace area of downtown Toronto, on the lake beside HTO Park. It was developed by Miletus and designed by Li Architect, and it received a Governor General’s Medal in Architecture (Award of Merit) in 1990. Listing data shows 79 suites; the condominium corporation is TSCC-1439, registered 2 August 1989. Suites run from about 880 to 1,470 sq ft. Maintenance fees include common elements, heat, air conditioning, water, building insurance and parking.
Harbour Terrace at a glance
A Governor General’s Medal on Queens Quay
In 1990 Harbour Terrace received an Award of Merit in the Governor General’s Medals in Architecture, given by the Royal Architectural Institute of Canada and the Canada Council for the Arts. The architect was Li Architect. That is a rare credential for a Toronto condominium, and rarer still for one on Queens Quay, where most buildings came later.
The award matters to a buyer in a practical way. It tells you the building was designed with care for its site and its residents, not just its sales brochure. I could not find a detailed published description of the design, so go and look at it yourself, inside and out, before you decide what it is worth to you.
Harbour Terrace was developed by Miletus and registered in 1989, which makes it one of the older condominiums on this stretch of the waterfront. Listing data does not give a reliable storey count, so confirm it from the declaration if it matters to you.
Few suites, all of them big
Listing data shows 79 suites, ranging from about 880 sq ft to about 1,470 sq ft. There are no studios and no small one-bedrooms. A suite here starts at the size where most new downtown towers top out.
The layouts reflect their era. A Toronto Life feature on one suite described a large one-bedroom of about 1,470 sq ft with two bathrooms, two dens, a laundry room with storage and a wood-burning fireplace. Wood-burning fireplaces are rare in Toronto condos, and for some buyers that alone justifies the visit.
The Globe and Mail reported that the ground-floor units were first planned as retail and later converted to residences with private terraces, and that the ground floor forms its own condominium corporation. If you are looking at one of those suites, you are buying into a different corporation from the floors above, so ask for both sets of documents and understand how the two share costs.

Right on the water, next to HTO Park
This building is on the lake’s edge, not across the road from it. The Globe described it as sitting beside HTO Park, which gives owners an easy place to walk and sit by the water. Toronto Life compared the view from one suite to a cottage outlook.
Aqua is across Queens Quay, and the busier York Street end of the waterfront is a walk east. Transit, walkability and nearby restaurants are in the data panel on this page. The thing the panel cannot show you is how the building feels on a summer weekend when the waterfront fills up, so visit then as well as on a weekday.
What 1989 means for an owner today
A building registered in 1989 is now more than 35 years old. That is not a problem in itself, since many of Toronto’s best-run condominiums are older than this. But it means the building has been through at least one full cycle of major repairs, and the way the board handled them tells you how it will handle the next one.
The fee includes heat, air conditioning, water and parking, according to the listing data. Older buildings often run central systems that are less efficient than modern ones, which is one reason fees per square foot in older buildings can look high. Ask what mechanical upgrades have been done and what the reserve fund study expects next.
Small corporations also feel big repairs more sharply. With about 79 suites, a large window, balcony or garage project is shared among few owners. A strong reserve fund is what protects you from a special assessment, so ask for the most recent study and the current balance, and compare them against the planned work.
Pricing a building that rarely trades
There were no active listings when I checked, and with only 79 suites that is normal. Harbour Terrace does not trade often, so current asking prices and a building average per square foot are not available to anchor on.
That makes pricing harder, not impossible. You compare against recent sales here when they exist, and against large waterfront suites in other buildings of similar age, adjusted for the fact that the fee includes parking, heat, air conditioning and water. The building sold report is the right place to start.
Because these suites are large, fees in dollars will be higher than in a tower of one-bedrooms. Judge them per square foot and against what is included, and look at the reserve fund before you judge them at all.
I would also look at how long suites take to sell when they do come up. A large suite in a small, older building appeals to a narrower group of buyers than a one-bedroom in a tower, so plan for that when you buy, and again when you eventually sell.

Amenities at Harbour Terrace
An indoor pool, sauna and rooftop deck in a 79-suite building is a lot of facility for few owners, and that is both the appeal and the cost. Ensuite storage, mentioned in one listing, is a genuine convenience in suites this size. Ask when the pool and gym were last refreshed, because in a small building those projects come around less often and cost each owner more.
Jatin’s honest take on Harbour Terrace
Who this building suits
Downsizers selling a house who want real square footage, a fireplace and the lake in front of them, and who prefer a small building with few neighbours. It suits owner-occupiers who plan to stay, not investors chasing rental yield on a small suite.
What I’d want you to check
This is a 1989 building, so the reserve fund study and the history of special assessments are the first things I would read, especially for windows, balconies, the roof, the pool and the garage. If the suite has a wood-burning fireplace, ask about chimney inspection and insurance requirements. For ground-floor suites, get the documents for both corporations. Confirm the pet rules in the declaration, since one listing said pets were not allowed. And confirm the storey count and suite count from the declaration, since online data is unreliable here.
The value question
With so few sales, value here is about the suite rather than the building average. You give up modern finishes and gain size, a rare design pedigree and a location right on the water. For the right buyer, there is little else like it on Queens Quay, and that scarcity tends to hold value when the suites do come up. If you want help pricing a specific suite, book a call.
